Despite all the efforts to block Telegram being made in Russia, not everyone agrees with this approach. For example, this week deputies of the State Duma from the CPRF faction asked the head of the Ministry of Digital Development, Maksut Shadaev, to consider the possibility of lifting or easing the blocking of foreign messengers, including Telegram. Yes, this is still just an appeal, not a final decision, but it clearly shows that many in government circles are against what is happening with messaging services.

According to Gazeta.Ru, CPRF deputies appealed to the Minister of Digital Development asking to reconsider restrictions on foreign messengers. In their appeal, they asked not only to ease the blocking but also to provide data on how effective such measures actually are today.
The authors of the initiative point out that open sources increasingly express the idea that restrictions on foreign social networks have become less justified. As an example, they cite crime statistics — according to them, the number of offenses committed through Telegram did not decrease after the messenger was throttled.
An important nuance: this is an appeal from deputies, not a ready-made decision. The Ministry of Digital Development has not yet responded, and there are no official changes in access to Telegram at the time of publication.
Problems Caused by Telegram Blocking in Russia
Telegram is one of the most widely used messengers among Russian users, and on iPhone it works the same way as on other devices. Throttling and restrictions hit not a specific platform but all of them at once: slow loading of photos, videos, and files — something many have experienced regardless of what phone they use.
If the deputies’ appeal leads to a real easing of restrictions, for iPhone owners this would mean a simple thing — the messenger would work faster and more reliably without workarounds. But for now, it’s only a request, and one should not count on quick changes.

The sober answer is — one should not expect quick changes. The deputies’ appeal is not binding: it is a request to consider the issue, not a law or an order. The decision remains with the Ministry of Digital Development, and there has been no official response from the agency so far.
