Why Register a Telegram Channel with RKN

Since November 1, 2024, Russia has enforced law No. 303-FZ. It requires owners of channels and pages on social networks with an audience of 10,000 or more subscribers to submit their information to Roskomnadzor. The requirement applies to Telegram, VKontakte, Odnoklassniki, Dzen, YouTube, Rutube, and other platforms. Interestingly, this is mandatory even despite the fact that Telegram is being blocked in Russia.

Since January 1, 2025, restrictions apply to those who have not registered. An unregistered channel cannot place advertisements. Users are prohibited from reposting content from such a channel. Additionally, the owner is blocked from accepting donations.

Furthermore, an advertiser who places an integration in an unregistered channel risks receiving a fine. For individuals — from 2,000 to 2,500 rubles. For companies — up to 500,000 rubles. Serious amounts, you must agree.

In April 2025, a labeling system appeared in Telegram. Channels included in the RKN registry now receive a special “A+” badge next to their name. The channel description also displays a line reading “RKN Registration” with a link to Gosuslugi. This helps advertisers quickly verify whether it is safe to work with a channel.

The rule is simple: if your channel or page has more than 10,000 subscribers — registration is mandatory. It doesn’t matter when you reached that audience — in 2020 or last week. For new channels that have just crossed this threshold, there is a deadline — 10 business days from the moment the mark is reached.

Registration is required even if the channel is registered to a foreign SIM card. You still need to submit phone number information to the registry. However, if the number of subscribers drops below 10,000 — automatic removal from the registry does not occur. You need to submit a separate application to RKN for removal.

The first stage is submitting an application through the Gosuslugi portal. Here’s what you need to do:

  • Fill out the form: enter the channel name, the link to it, the associated phone number, and email address.

  • Submit the application and wait for processing. A 10-digit application number will appear in your personal account — you will need it for the next stage.

This concludes the work with Gosuslugi. All that remains is to wait for a positive decision on your application. But the application alone does not give you the “A+” badge and does not complete the registration.

How to Get the “A+” Badge in Telegram

The second stage is verification through a special bot @trustchannelbot directly in Telegram. This is a mandatory step without which registration cannot be completed.

  • Launch the bot @trustchannelbot and accept the user agreement.
  • Confirm your phone number. To do this, press the “Send Contact” button. If it’s not there — enter the number manually (10 digits without the leading eight).
  • In the main menu, select “Create a channel registration application”.
  • Enter the channel link in the format @username or https://t.me/username.
  • Add the bot to the channel as an administrator and grant it two permissions: “Change channel profile” and “Add subscribers”.
  • Enter the 10-digit application number from Gosuslugi.
  • Review the data and submit the application to Roskomnadzor.

After that, the bot will show the status of your application. When RKN approves it, a request from the Telegram notification service will arrive — press “Confirm.” The “A+” label will appear automatically: a badge next to the channel name and a “RKN Registration” line in the description.

Why Does the Bot Need Administrator Rights in the Channel

Many people worry about the bot receiving administrator rights. This is understandable, but there’s no need to worry. The permissions are set by Telegram itself, and they are needed for specific tasks.

The “Change channel profile” permission allows the bot to verify the relevance of the name and link. The “Add subscribers” permission is needed to track audience size. After all, only channels with 10,000+ subscribers are included in the registry, and this needs to be confirmed. After receiving the badge, you cannot change these permissions — otherwise you risk losing the mark.

First, legal monetization. Only registered channels can place advertising integrations without the risk of fines.

Second, advertiser trust. Major brands are already filtering platforms by the presence of the “A+” badge. Blogger exchanges like WOWBlogger and Telega.in downrank channels without registration in their listings.

Third, protection from blocking. RKN can require Telegram to restrict access to an unregistered channel. And the platform is obligated to comply.

Finally, the badge confirms the channel’s authenticity. It is impossible to fake or buy the “A+” badge — it is only issued through the official verification mechanism.

Formally — registration in the RKN registry is mandatory, while labeling through the bot is still voluntary. You can simply submit an application on Gosuslugi and manually place a link to the registry entry in your channel description.

But in practice, without the “A+” badge, it is harder for advertisers to verify you.
