Roblox uses two factors simultaneously: the device’s IP address and the account region. Moreover, the account region is the primary factor. This means the following: if your account is registered with Russia as the country — Roblox chat will be unavailable regardless of which IP you connect through. An account with a Russian region = disabled chat. Always.
The IP address is considered as an additional signal: Roblox evaluates the traffic route to its servers. This is precisely why some users may find chat working or not working differently even within the same country. It depends on how the specific ISP routes traffic. But if the account region is set to Russia — no amount of routing will help.
Who Still Has Working Roblox Chat
A straightforward answer: you can enable Roblox chat on an account whose region is set to anything other than Russia. This is the official logic of the platform — Roblox applies restrictions at the level of accounts registered in a specific country.
